Budget - income shifting

The introduction of the rules, to counter the perceived shifting of income between individuals involved in businesses, has been shelved for a year. The proposals, originally announced in December 2007, have been universally acknowledged as unintelligible in their operation and we can but hope they will now be quietly forgotten.
